Safe to say in middle teen years around 14-15, because its when your hormones start changing. This is the age period where skin start develop acne. I remember this in high school, and lots of classmates in that age starts developing acne.

Perhaps sunscreen, cleanser, toner & moisturiser.

Of course, if you feel you need specific help with a skin issue, you need to consult a dermatologist before you use any over the counter skin product.
